Clear the Process

Hi, i really liked the idea of celebrating of Wikipedia's 10th Anniversary, here in Delhi. But i'm really confused about the whole process, there're so many questions in my mind like; who is the organizer, how i can participate, what'll be the program and where it will be, whom i must contact????
